Internal Career Site - Move to HR fails

Employee applies to job in internal career site, employee is selected and receives job offer, employees accepts job offer. When recruiter executes the step to move to HR, the transaction fails.

The action in the job offer was selected as "Promotion", so basically this employee will be "promoted" in the new job role.

I looked at the job offer - errors section-, and it only says "Error occurred on 10-22-2020". I looked at the status of the application and it says " status HR pending, Manual Processing"

What should be the expected behavior for this type of transaction? Should the system process this promotion as part of the "move to HR" step?    I cannot get straight answers from MOS.
