ORC: Internal Hire 'stuck' at Offer Accepted

We hired an internal candidate who has Accepted the Offer, but hasn't been moved across to the Job Offers tile automatically, but we are able to manually move him across via Move to HR.

Why would the internal candidate not be moved automatically once the offer has been accepted?
