How to add dynamic dropdown flexfield that populates from GBT data feed

Need to create a flexfield that only populates based on a data feed. Primary key = person number

We have an ask to create a dropdown flexfield on the expense item level to capture the Trip ID from our travel partner data feed.  The data that populates the dropdown flexfield will need to include only the results that are related to the individual that incurred the expense (primary key = person number).  Further, we need this flexfield to ONLY be required and visible on the Airfare, Accommodations, and Car Rental categories.

We are not currently utilizing the TRIPS functionality in Oracle as the integration has not been expanded to our travel partner, Concur/GBT.  We have an idea posted in the Idea Lab currently:
