Open/filled position management reporting

Hello -

There's a requirement to create a report of all current filled/open positions within the organization.  If the position is filled, requirement is to display the incumbent name; if the position is open, the name field would be blank.  I copied the Position Incumbents report in Human Capital Management > Workforce Management > Transactional Analysis Samples and added an "AsOfDate" prompt on the report, but it still shows an incumbent in the report that was terminated 30 November 2019 (XML attached).  I would expect the report to display a blank in the name column as this position is still open.  It
