Absence balance report

I am trying to create an absence balance report for each accrual plan by employee. The report would look like the attached using the 
"Employee Plan Participation"."Accrual Value" field as a running balance. So on the 6/29/2019, the balance field would be 4.875, then on 7/13/2019 the balance would be 8.625. Any ideas? Using obiee.
