Fluid Editing Department Expected Behavior

Summary

In flex/legacy recruiting you can edit a department on a requisition during any status. In Fluid the req must be in draft or put on hold or unposted then put on hold.

Unfortunately we are limited on when we can put a requisition on hold so this does not solve our problem.  Once an offer is extended it is my understanding that you can no longer place a requisition on hold.  The majority of our department changes comes closer to the start date which is after the Offer is extended.  We have a high volume of early recruiting for intern and new grads where the offer is extended up to a year in advance.
