Are all questions posted in the Application Questions section automatically required?

Need to make a question in the Application Questions section not required.

Content

We setup a question in the Question Library > Recruiting > Question Library.

The question displays on the application as expected; however, it is required. Candidates cannot complete the application without responding to the question.

When creating the question there wasn't an option to make the field required. 

How can this question be changed to not required? What caused the question to be required?

A workaround would be to add an option to the question to read Not Applicable.
