Using form to change tax automation

I have set up and rolled the tax automation under the configuration section, but I have also updated the RTA configuration using a form and it appears on the RTA configuration page as desired.
Can the forms be used to update the tax automation. To me, it is not absolutely clear on the difference between using forms and the configuration to input adjustments. Why is the configuration needed if you can use forms to perform all the updates, assuming you can or should.
For an admin or power user update to quickly and return to the tax forms, it seems that updating the tax automation form the forms is more intuitive.
