Journal Entry approval workflow no long sending out email notifications to the approvers

We setup journal entry approval workflow in BPM 2 years ago and it worked well until couple weeks ago.  The system stopped sending out notifications to the approvers.  However, the requests are visible in Cloud bell notification.  This really messed up our close.  Not all approvers have access to logging into Cloud.  Did anyone know what could be causing this?  Many thanks in advance, Stella
