How to restrict Data Model options to avoid users to access directly to the tables (SQL Query)?

Summary

Power users and contracts need to create data models based on BI Analysis, but this will also give them access to run SQL Queries. We want to restrict SQL Query so they cannot query HR tables.

Assigning the BI Admin role to a user in ERP Cloud will grant access to create a Data Model. From there, they can create a data model based on a SQL Query, XML, CSV, etc. This access will also allow them to create a data model from Oracle BI Analysis. 

We would like to grant our users the access to create data models from BI Analysis, but we need to restrict the SQL Query option so they can't query on HR tables.
