User wants to see Account in Draft option

There are three options available in the related to Accounting.

1. Post to Ledger
2. Account in draft
3. View Accounting

Users required 2 and 3 options and not required 1(Post to Ledger).

We are getting "View Accounting" and not getting "Post to Ledger" as per custom role created so far. So, we need to get "Account in draft".
