Remove option for Manager to share goal

Today we have HCM configured to where the Manager can either assign a goal (which goes directly in to Goal Plan) and the Manager also has the option to share a goal (which the EE has to accept before this moves in to Goal Plan).  Is there a way to remove the Manager option to share a goal without personalization?

We sill want the manager to have the ability to assign a goal if necessary.  Any insight would be helpful!
