Error in Report - Date not filtering properly with other variables in Oracle Report

I am trying to filter dates with step increases in a custom Oracle Report; the objective is to show how many hours each employee has worked (time entry earned date) since their last salary change. The issue is that when I try to show only those "time earned entry dates" greater than "last salary change date" it does not filter correctly, it instead only shows the "time entry earned dates" greater than the latest salary change date out of all of them, instead of per assignment number.  I have provided screenshots of this. Thank you.
