Summary

How does GOP prioritize answer when an item is not available but has 2 available substitues ?

When an item A has 2 or more substitutes  (B, C, etc) defined by substitution rules.

Assuming both substitutes  items B & C are available in stock , How does GOP select which one to propose/schedule when ordered l item A  is not available  ?
