Goal Plan locked

Goal plan shows it is locked when I am trying to delete the goal

Hi,

I was inactivating a goal and modifying another goal and when I completed the task (approval on bypass), I got the message banner that:

Info is locked because Muhammad Nazir is making changes to the goal plan.

There is no workflow, task on the worklist to reflect this pending task.

Any input on this will be great.
