How to enable Collaboration Message Framework to automate PO Creation in Supplier System

We are looking for setup details and along with different delivery option to automate the loading of cXML File (PO) in different application.

Which one is preferable either Oracle B2B or Collaboration Message Framework.               

Could you please help me to enable this feature for one of the requirement?
