Managers access to all employees on the Skills and Qualifications

We are in the process of Opening Skills and Qualifications for our employees and managers.  Currently, all of our security is setup using Manager Hierarchy.  Managers can see their direct reports and down through their Organization.   Our Company wants to have all managers have the ability to access all employee data that was entered into the Skills and Qualifications page, but not access any other of the employee’s data.  Can you please tell me if anyone has setup security like this and if you did can you please point me in the direction of some documents that would show how
