Does ORC use the standard Core HR Pending Worker Approval Workflow?

Hi Everyone, 

In Core HR, we use workflow approval regarding pending workers. However, with the upcoming implementation of ORC, the pending worker approval is being over-ridden, which is not desired because we need the ability to create an offer, and have multiple parties not only approve but update sections of the assignment that have local/regional components. 

However, it appears that by using ORC we are unable to leverage the standard workflows as desired. Can others advise how they are overcoming this? Given downstream integrations, we don't desire to leverage Edit Pending Worker to make these changes as we need this record to be accurate upon the creation of the pending worker.
