Plan refresh not pulling in earnings

When refreshing our compensation plans, they are not pulling in the eligible earnings imported into element entry

We are starting to test our compensation plans.  We built them out based on copies of last year, and then we changed the dates.  I then loaded the non-recurring element entry of "STI Eligible Earnings" to all employees with an eff date of 12/30/2020.  Our annual cycle definition in our plans have 12/30/2020 as the date for Evaluation Period End Date, HR Data Extraction Date and Eligibility Determination Date.  We ran a full refresh of the plan, and no earnings pulled into our plan.  If I duplicate the plan and start the cycle, the earnings pull in.  It seems as
