How to create Benefit Relationship for an employee after the employee is global transfered?

I could see from the current setup when we hire an employee Benefit Relationship is created automatically, but the issue is when ever we do global transfer new benefit relationship for the latest assignment is not created.

I have below open items with regards to Benefit relationship

1)I understand that Assign and Update Benefits Relationships Process is used to update benefit relationship but when i submit the i don't see benefit relationship being created for the latest assignment could some one guide me with the parameters?

2)What is the best practise being followed to create benefit relationship for Global Transfer cases?
