HireRight - issue with integration

Within our eOffer process we have a background consent page. After the candidate reads the consent and clicks "I Agree" the candidate's email is sent to HireRight. HireRight then sends an invitation directly to the candidate. For a small number of users this integration is not working. I cannot find any reason. The Step/Status the candidate is in prior to the eOffer is the same. 

I thought this was linked to the defect (REMINDERS BEING SENT AFTER THE TASKS HAVE BEEN COMPLETED(Bug ID 21641696) which we are also experiencing with some of these candidates.
