Compensation Approver needs to go to 3 levels (not Manager hierarchy)

We have a requirement where the client would like the HEAD of HR to first approve the Salary Increase Plan, followed by the CFO and then lastly the CEO. How would we achieve this? Can you make a hierarchy formula route from the first approver to the second approver after the first has approved?
