Create a Managers or Audit Users Without Impacting the Application (SaaS) Number of Licensed Users

Hi,

We have number of users Licensed across our modules & application which actually doing the required transactions & business processes.

We need to create a Manager users only for view and it should not impact our number of Licensed Users. Is this requirement possible?
