Multiple requisitions and offers on a single position with headcount 1

Hi All,
Has anyone faced this issue as mentioned below?
Our challenge is that we extend verbal offers first. Since we can create multiple Requisitions off the same position, we could extend multiple verbal offers on the same position.
Example:
• Position 1 (Headcount 1) can have REQ 1, REQ 2, REQ3 created by the hiring leader
• I as a recruiter (or any recruiter) can extend a verbal offer on REQ 1, REQ 2, REQ3 – resulting in 3 offers on same position 1 with 1 Headcount
• OCR will only let me extend 1 offer against position 1, but I still have 2 candidates that have accepted verbal offers on the same position that now has no openings
