W2 Box 13 - Retirement Plan unchecked/Checked

In Peoplesoft application, we were able to default the box to “checked”  since most employees are participants in the Pension Plan.  The Pension Plan was closed to new participants after July 1, 2012.  Anyone hired after this are participants in a different retirement plan and do not need this box checked.  How to modify this value for certain employees?

What value control this check box in HCM system?. Please advise.
