Issue in receiving Supplier communication email with PO PDF as attachment from non-prod environment post P2T refresh

Post P2T refresh, we have enabled "Control Supplier Communication" profile option in non-prod environment and then created a PO with the Supplier having my email address in contact details. But it didn't trigger any Supplier communication email. Even we ran the "Communicate Purchasing Documents" ESS process separately and it got completed successfully with no issues. Also, doesn't see any error in the ESS logs.

To add on, we are receiving requisition approval and PO created email notifications. The issue is specific to sending PO related Supplier communication emails.
