Create an employee without a user without HCM

Summary

We want to use Salespersons to drive some of the accounting, and this will require employees to be setup, however we don't want to create users. Is this possible as we do not have HCM installed?

The customer has come from EBS and Salespersons have been used to drive some of the revenue accounting.

We want to repeat this in Cloud but this will require employees to be setup, and the only way to do this appears to be to create users.

Is it possible to create employees without creating users and without HCM installed, if so which roles should I use?
