Can we default the Business Relationship field to Spend Authorized for some roles and disable the field from updates

Our customer does not want to have prospective suppliers participate in sourcing cycles. Currently when I try to search and add a supplier to a sourcing document, it allows me search prospective suppliers too. Can we restrict it by standard configurations?

If not, can we default the field to Spend Authorized and disable the field to restrict updates?
