Job Alerts Not Being Sent from Social Sourcing?

Is anyone else seeing problems with job alerts from Social Sourcing not working?

One of the newer features of Social Sourcing is support for sending job alerts for internal employees. This is not working for us. External people are receiving job alerts as intended; only internal people are affected.

We're currently on Taleo cloud 15b.9. I've turned the 'Allow Employees to Sign Up for Job Alerts' function (tried recycling setting as well) and requested a service restart. No luck.
