Ability to manage succession plan for a terminated employee

we have noted that if a succession has a terminated incumbent is not possibile to make changes. In particular:
1) Is not possible to Inactive the plan
2) Is not possibile to inactive the candidates of the plan
If you would to make some changes you have to modify the incumbent, but it is a workaround that we cannot use.
There is some ways that make possibile to make the previous changes?
