Compensation Statement - Accept/Decline

Hi, 

We are generating the compensation statement that are visible on the ESS.

Worker Statement Action = 'Accept or Decline'

But when an employee goes to ESS to view the statement he only sees the message and an option to 'Accept'/'Decline'  without being able to view the statement first? Its only after he has accepted (registered a response) is he able to see the actual statement. 

Is there anyway we can show the compensation statement (make it visible) to the employee before he his asked to 'Accept'/'Decline' ?
