Working on configuring the Request To Submit Candidates alert to third party agency, but agency is not receiving any email notifications. How to configure?

I am working on testing an alert that is sent to an agent when I push a job requisition out to that agency. Unfortunately, my tests have been unsuccessful and I am troubleshooting the cause to this. I am seeing from the logs that the alert is being triggered. However, agent is not able to confirm delivery. Upon looking at the managing recipients section, I noticed that the communication method was set to only Worklist, ${AgentUserName}. I just want to confirm if this is the correct communication method to allow agent to receive via email. I created a new communication
