Archive Versions vs Archive Scenarios

I was talking with an old colleague about archive version/scenarios and wanted to get a broader opinion. The requirement is to archive off the forecast every month so they can go back and look how they were forecasting several months ago.

I have seen & I have done this both ways. Where you have a 12 monthly Scenarios (i.e. JanForecast, FebForecast) in the scenario dimension or you have 12 monthly versions in the version dimension (JanFinal, FebFinal etc). 

Trying to come up with pros / cons here. Ultimately you end up in the same spot, but I prefer the version dimension method. Just wanted to poll the crowd here. I understand that in a lot of cases it depends on the requirements, but just wanted a general opinion.
