My ATP DB keeps going down repeatedly

I have an always free account in Oracle Cloud. I created an ATP several months ago. I received a notification my DB was being stopped due to some inactivity. 

I suspect that after my ATP worked ok for about a week. Later on my ATP keeps going down for no apparent reason. When I start the service it remains up for a few minutes and consistently goes down. 

I do not understand as I use SQL Developer Web and Apex (so actually using or making calls to DB).

 

I don't know what to do. How to solve this problem. It makes my ATP unusable.
