HDL error trying to load PersonalPaymentMethod (Error = The values xx aren't valid for BankAccountId

Summary

I followed format of example data (Doc ID 2571680.1), and loaded Bank, BankBranch, ExternalBankAccount (and owner). PersonalPaymentMethod still fails

Having loaded the Bank / Branch / Account data using HDL, I have been able to create a Personal Payment Method via the front-end, using them.

However,  if I then create a new bank account at this branch using HDL  (this works OK),   and try to generate a PersonalPaymentMethod  using HDL    it doesn't seem to matter what columns or values I add to the    PersonalPaymentMethod.dat   file,     as the system only ever reports back an error  something like "values ****, YYY, ZZZ aren't valid for BankAccountId"  error  (example shown below).
