How to give HSDL template access for Secured Business Object

Hi,

We have prepared HSDL template for UDT load. The "Upload Data As" for this template is showing as "Elevated User" and we are unable to add the custom role to this template.
The custom role is working fine for element entry creation HSDL template and the users with this custom role is able to access the Element entry HSDL template in 'Run Spreadsheet loader Template' option.

However for UDT we are not able to add the role.
Since the business users are not from HR team  we cannot give Human Capital Management Integration Specialist job role as this will not have restricted access and they will be able to modify the template under Spreadsheet template option.
