New workrelationship is not getting triggered while loading data through HDL

While rehiring an employee through HDL, New work relationship is not trigerring, only Change in Working hours getting triggered

A lms partner is terminated, and then rehired as canada employee for 1st Jan 2021. So, from front end when we trigger, both New Work Relationship and Change in Working Hours get detected and when we evaluate only New Work Relationship processed, so from front-end everything is working fine but while rehiring the employee through HDL, only change in working hours getting detected no New Work-relationship life event get detected.
