Purging Candidate Data in Recruiting

I am testing the Purge functionality in Recruiting, and my understanding with regards to the steps is as follows:

 

1. Delete the candidate profile (first note the candidate number) - Hiring > Candidate Search

2. Remove Person Information - Data Exchange > Remove Person Information

Enter process details with the candidate number and Submit.

On successful completion of scheduled process, review log.

Run SQL query for candidate number, and the details are in the database, OBJECT_STATUS  = ORA_DELETED.

So what does this process do, if the data is still in the database, and can be accessed through SQL?

 How are customers using this functionality?
