When any pending worker is moved to HR(we are doing it through offer screen), we need to allocate different checklist based on the person's proposed legal entity(which is available from IRC_OFFERS table). We are writing a formula of type Participation and Rate Eligibility to find the proposed legal entity of the person. If the proposed legal entity is X we send Y or else we send N. In order to determine the proposed legal entity, we need to look at the offer of the person for that we are using EXTRACTS_OFFER_ID which is giving all offrers in the system and we are
