Passive User - Access to On/OffBoardingTasks

Dashboad access to tasks does not appear to be working

I am testing out the role of Passive User, hoping that this user can access/manage all of his activities from the Dashboard.  When he clicks on the "1" in the Sticky Note icon for My Onboarding Activities, a pop-up appears on his screen, but it is blank.  I've attached a screenshot.  Does anyone know why this is happening?  Perhaps there is a quick-fix before I send a ticket to Oracle.
