Receiving error when trying to configure text message using 'other' selection

We are attempting to set up the SMS Texting capability in Oracle Recruiting using our internal telecom vendor.  We are receiving the error shown in the attachment.  Has anyone else run into this issue or could suggest what may be wrong.
