How to set the default value of Private field to N when creating new succession plans

In 20D release, when creating a new succession plan, the "Private” checkbox is checked by default. But before 20D, it is un-ticked by default.

How to make the Private checkbox un-ticked by default, if it the plan needs to be set as private, then HR can tick the checkbox.
