Is there a way to Split the Sales Order Line automatically based on Onhand Quantity availability

Is there a way to Split the Sales Order Line automatically based on Onhand Quantity availability.

I know there is an option to split the line manually at Shipment level on sales order. I am expecting a way how we can default Allow Partial Shipments of Lines to Yes on sales before or after submitting the order.
