HCM Extracts_Next Data Group Not Populaing

I am creating a HCM extract with 2 data groups and cannot get the record from the 1st to recognize the 2nd data group

Good afternoon, 

I am hoping someone out there may have some ideas as I am going crazy. We are implementing the HCM cloud at our organization and I am trying to mirror an HCM extract that one of our consultants has set up. I have followed step by step creating two distinct data groups referencing different user entities I am trying to put together person and assignment details from our system. 

Data Group 1: PER_EXT_SEC_PERSON_UE for basic person details
