Not able to create a new "APEX Application Development" service on OCI

I tried to create a new service  that was announced yesterday, but after clicking on the "Create APEX Service" a blank page is displayed and nothing appears. Working on a Free Tier account, on Ashburn.

 

I've tried both Firefox and Chrome, and removing previous cookies.
