Reporting on draft/incomplete applications

Is anyone reporting on draft/incomplete applications in ORC to track candidate dropoff? We've been unsuccessful in creating a single report to track all applications, including completed and incomplete. Reporting on draft applications is important in order to get the full picture of your candidate pipeline and to identify any issues with the application process that might be causing dropoff prior to submission. Here is the latest response we got via SR: 

"The IRC_CX_APP_DRAFTS table, was created as a means to temporarily store applications that are not yet complete, e.g. drafts.
It is not intended to be a means to report on draft submissions, which is why this table is not as tied as the submissions table, IRC_SUBMISSIONS, to other tables.
