Sharing Candidate - Intermittently Not Working

Hi,
Has anyone had issues recently with sharing candidates? I've only heard this from one user, but multiple times from them. I thought maybe user error at first, but they are starting to report it frequently so now I am not sure. However, I can't replicate it.
When a candidate is shared, we should see it in the history of the submission shortly after. However, this user is reporting that lately they are sharing the candidate and the hiring manager is reporting they didn't receive the e-mail. When they look at the history, there is no event of the candidate being shared.
