Taleo Access and Performance Issues

Access issues when selecting Recruiting from Welcome CenterContent
In the last week, users have been experiencing performance and access issues to Taleo. Intermittently, users see a google pop-up box, when attempting to access Taleo(screen shot). When this dialog box appears, it normally indicates there will be an access or performance issue. The user can get to the Welcome Center, but when they click on Recruiting, the spinning wheel displays and the system eventually shows an error. In the beginning of January, Oracle recommended we activate Welcome Center, to avoid possible issues. Is anyone else experiencing a similar problem? Considering going back to TOC, to see if issue still occurs.
