Options to send Hiring / Recruiting Managers notifications summarized by a group of activities

I am trying to understand what options are available for sending notifications to Hiring Managers and Recruiting Managers, based on activities that have been performed during a certain timeframe.

At the moment, the process that is being used is the CSW Step/Status as a triggering event which is sending these notifications; the problem is this is a high volume environment, where each requisition has +3000 candidates, and as the candidates progress through the CSW, and these notifications are being sent out to the HM and RM for each candidate step; the mailboxes of the HM and RM are being flooded.
