Calculation of Salary from FTE

Has anyone had the issue of part time salaries not coming in to the salary section of the offer in ORC. 

I have working hours and standard hours available and FTE is automatically changing when I lower the working hours. However this is not changing on the offer section which is what is used to pull the value into the offer letter and therefore the full annual salary according to 1FTE is showing. 

For example standard hours is 40 and working hours is 20. FTE is showing as 0.5 but the salary is showing as if 1FTE.

Has anyone found a way around this or is this the system functionality.
